Construction company fined after worker left paralysed
A £40,000 fine was issued after a worker fell through a ceiling during a house renovation.
The worker had been installing first-floor joists alone when he slipped and fell from the first to the ground floor of the house.
He spent nearly 5 months in hospital, having sustained serious injuries to his spinal cord which left him paralysed from the chest down.
HSE’s investigation found that:
- the company failed to ensure work at height had been properly planned, and
- no measures had been implemented to prevent falls during the construction of the first floor

Magistrates have fined a facilities management (FM) company £20,000 for failures that led to the disturbance of asbestos fibres at a primary school. The fine is the maximum that is available to magistrates for a breach of health and safety regulations, including those covering construction work.
The prosecution is the latest reminder of longstanding concerns about the presence of asbestos in schools.
In October 2015, for example, an all-party group of MPs called for the eradication of asbestos from educational establishments and public buildings by 2018. The MPs’ report noted that asbestos is present at three in four schools in the UK and doubted the practicality of the HSE’s reliance on the notion that asbestos can be left undisturbed for decades in buildings that are in constant use.
Project management failures
The incident occurred on 6 November 2014 during roof refurbishment at Lings Primary School in Northampton. During the work, the contractor, Amey Communities Ltd, disturbed asbestos insulation board (AIB) in a small plant room.
The subsequent investigation by the Health and Safety Executive (HSE) found failings in Amey Communities Ltd’s project management arrangements. In particular, it had failed to monitor and identify asbestos containing materials (ACMs) during the refurbishment work and ensure that key personnel had suitable asbestos awareness training.
The Oxford based Amey Communities Ltd, which is part of the Amey Group was sentenced on 9 February 2016 at Northampton Magistrates’ Court after it admitted a breach of the Construction (Design and Management) Regulations 2007. The company accepted that, as a contractor, it had failed to plan, manage and monitor construction work under its control so as to ensure that it was carried out without risks to health and safety. The magistrates also order the company to pay prosecution costs of £1,737.

Veteran BBC presenter Esther Rantzen fears her lung cancer may have been caused by exposure to asbestos in the studios where she worked for decades.
The Times reports that the 82-year-old former British host of That’s Life! – one of the BBC’s most popular shows that ran from 1973 to 1994 – remembers staff regularly walking past piles of white dust at Lime Grove Studios, and even termed one corridor “asbestos alley.”
BBC issues response to Esther Rantzen claims #asbestos in offices ‘may have caused lung cancer’
Separately, The Times reports, the BBC has paid out £1.64 million in damages, following the deaths of 11 former staff who died from cancer, with 18 different locations being mentioned in reports. These include two musicians from the BBC Symphony Orchestra who both died in 2021, while the newspaper lists other musicians, set builders, engineers, make-up artists, producers and studio managers who have also suffered.
Jo Laverty, national organiser of the Musicians’ Union, told the paper the organisation had been “seeking robust answers” about asbestos at Maida Vale since 2017.

HSE has issued a safety notice after becoming aware of a number of fires on liquefied petroleum gas (LPG) powered forklift trucks and other similar vehicles that have occurred during starting.
The build-up of deposits in fuel systems, in particular, the vaporiser units of LPG powered vehicles has led to a number of fires.
Operators should:
- review your safe system of work in relation to the use of all LPG powered lift trucks and similar vehicles
- provide information, instruction and training for all operators about the hazards raised in the alert
- park LPG vehicles in well ventilated areas free from flammable material, particularly when parking overnight or for longer periods

UKATA Supports HSE Campaign to Highlight the Risk of Asbestos to those Working in Trades
On 6 March, the Health and Safety Executive (HSE) announced the launch of their new campaign ‘Asbestos & You’ which aims to raise awareness of the dangers of asbestos that tradespeople continue to face today.
The campaign, called Asbestos and You, targets all tradespeople with a focus on younger workers in trades such as plastering and joinery. HSE wants to reach construction workers who started their career after the use of asbestos was banned in 1999.The HSE are concerned young workers perceive that the length of time for symptoms of asbestos-related diseases to develop, is something that only impacts older people who worked in the industry before the ban.
Asbestos is the single greatest cause of work-related deaths in the UK. UKATA Asbestos Awareness training will help keep tradespeople and others around them safe.
